The MBUPCD administers the Carl Moyer Program to meet State and Federal clean air requirements and reduce the amount of diesel particulate matter (PM) that would otherwise be emitted. The Moyer program provides funding to encourage owners of older heavy duty motors/engines operated in one or more of the District's three counties: Monterey, San Benito and Santa Cruz. Over the past ten years of the program, the District has granted $5.5 million directly to owners. Those grants are repowering over 230 trucks, buses, pumps, tractors, dozers, loaders and scrapers with new or remanufactured motors. Grants are also available for retrofitting motors with a CARB-verified diesel emission control system (VDECS).
Eligible types of equipment include irrigation pump motors (<100 HP if installed by Dec. 31, 2010) and other agricultural and on- and off-road construction equipment, commercial marine vessels, locomotives, class 7 diesel forklifts, airport ground support equipment, and on-road auxiliary power units (APU) or transport refrigeration units (TRU). The most common projects are repowers for diesel motors, but some spark-ignition (propane, natural gas and gasoline) powered equipment may also be eligible, provided the project does not repower such motors with a diesel engine.

On-Road Voucher Incentive Program
The goal of the On-Road Voucher Incentive Program (VIP) is to allow funding opportunities for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles more quickly with cleaner diesel vehicles. Small fleet owners that operate vehicles with 1993 or older model year diesel engines in California 75 percent of the time may be eligible for funding towards the purchase of a vehicle that has a 2007 or newer diesel engine.

National Clean Diesel Campaign
New technology publications are now available on the National Clean Diesel Campaign (NCDC) website. These technical bulletins are designed to support NCDC grant recipients (as well as their sub-recipients and others) and fleet managers who are using Diesel Oxidation Catalysts (DOCs) or Diesel Particulate Filters (DPFs) as potential retrofit technologies.

Cleaning Up Diesel Trucks in California: Millions in Funding Available Each Year
Truck owners may be wary of added costs due to upgrades required as a result of CARB's Statewide Diesel Truck and Bus regulations. However, much funding has been made available by the state to offset those costs.
